IJS matter / Dr. Chintamani

Dear Dr. Chintamani,

This is to bring to your kind notice the following facts –

– You are a member of Editorial Board since 2006 and Chief Chairman/Chief Editor since 2013 and well aware of the I.J.S. Constitution passed by I.J.S. Editorial Board at Indore on 11.07.2010 and Faridabad on 26.12.2011 at GC, Delhi 16.12.2010, Kochi 26.12.2012 and 22.09.2012, GB at 19.12.2010 and Kochi 23.09.2012. You are signatory to I.J.S. Board approval and were present in all other meetings with official signatures in attendance register and well aware of its provisions.

– Editorial Board consists of Ex officio Members – President/President Elect and Imm. Past Chairman/Editor of I.J.S., Honorary Secretary and Treasure ASI. Please go through the I.J.S. administrative page since you took over the name of Imm. Past Chairman and Editor is not there Dr. Shukla requested you many times but you conveniently ignored it.

On going through the list of administrative page of I.J.S. with I.J.S. official, it has many categories, besides elected member like

– Associate Editor, Editorial Adviser, International Editorial Coordinator, Overseas Editorial Adviser, Statistical Committee and Ethical       Committee  and there members.

Have you taken approval of these committees and the names included in various committees by the Editorial Board, which is mandatory as per I.J.S (Constitution Article 5)?

– Two Editors are to be distributed administrative and Editorial Work responsibilities, as per Article 4 of I.J.S. Constitution. Have you done so?

– Similarly I.J.S. Board Members are to be given similar responsibilities and share the Editorial Responsibilities. If done please give proof.

– Going through the Editorials published in I.J.S. there is hardly any contribution from Editors and Editorial Members – even from other                            categories also.

Editorial Board meeting – twice a year are mandatory as per I.J.S. Constitution Article 11. Once during ASICON and other mid term any time. In the year 2016, there was no mid term I.J.S., meeting. Meeting during ASICON-76 at Mysuru was also not held, though you infrom about your absence due to personal reasons. You should have arranged this I.J.S. meeting Chaired by Senior Editor (Joint Editor) and discussed the Agenda, but not done so.

Chief Editor or his representative has to present I.J.S. Report, Publication performance and Audited Report in the G.C. meeting at Mysuru but no one attended so which is mandatory. Have you informed the I.J.S. Editorial Board that No I.J.S. Board meeting will be held with reasoning and informed the President/ President Elect that no one from I.J.S. Editorial Board will attend G.C. meeting at Mysuru?

I.J.S. – Chairman/ Chief Editor is an invitee for all G.C. meetings and present I.J.S. report regarding Academic performance, publications matters, and Audited report, but you did not do so at Gurgaon and subsequently meetings at Hyderabad twice.

– I.J.S. Annual Report and Audited Report is always published for information to ASI members but not done so, as seen in the Annual Report 2016 published and distributed to all ASI members attending ASICON 2016 at Mysuru.

Chairman/ Chief Editor position is an important position for academic publication highlighting the work done by ASI members and others keeping some standard to which Editorial Board is responsible. In 2012 I.J.S. report shows about 150 – 200 review and original articles were pending for publications but many are not published even after years.

On reviewing the published articles since 2013, many orthopedics and obstetric/Gynaecological articles are published, of no relation to General Surgery or Surgical sub specialities, which is not in our domain having there section and Journals also. Has Editorial Board decided to publish other speciality articles also?

– More than 50% of Original and Review articles are from other countries particularly – Arabia Countries and East and Far East countries. While better or similar good articles are pending in large numbers. How can we encourage our Indian Counterparts to submit good articles in I.J.S. if space is occupied by other country writers. To improve journal contents how much efforts have been made to attract good surgical scientist from our country, rather accepting from other countries conveniently on the name of better article, ignoring Indian articles.

Chairman/ Chief Editor is Custodian to improve I.J.S. Scientific matter and balance its articles from among the Surgeons doing good work all over the country and from other countries. Cohesive efforts with divided work, involving so many members in your team would have given a better projection of I.J.S. and opportunity to highly skilled surgeons of the country to show their work through I.J.S. to the International Community.

Your authoritarian attitude to Manager I.J.S. at your choice and ignoring Constitutional provision of I.J.S., as above lead us to take your answer on above points raised before any action as per the decision of the G.B. on 17.12.2016.
